Tidy and simplify Link.

- rename a bunch of stuff to make things more clear
- solidify Rx ACK logic
- limited number of attempts to retransmit undelivered packets
- simplify Link state sharing model (SYNC)
	- SYNC carries full state struct
	- received remote state completely replaces local copy
