Add a Code Lens to launch Interoperability Production Configuration page in Integrated Browser from the prodclass

With the arrival of the Integrated Browser in VS Code it is now possible to use the IRIS Management Portal in a VS Code tab. The Server Manage extension offers a button at the server level to do this, and also an option on the overflow menu (...) of each namespace.

After I open a prodclass (one extending Ens.Production) in an editor tab I would like an easy way to launch its Interoperability Production Configuration page (which I like to call the ProdConfig editor).

I suggest we do this with a Code Lens. We already use this approach in BPL classes, for example, where a "Reopen in Low-Code Editor" link appears directly above the XData BPL` line of classes that extend Ens.BusinessProcessBPL.

For classes extending Ens.Production we could add "Open in Low-Code Editor", or "Open in Production Configuration Editor". I think this should add a new Integrated Browser tab but not close the original one containing the class definition.

I don't see this as a difference maker. Our telemetry tells us that about a quarter of a percent of all users have ever opened a low code editor in VS Code. I don't think that number is so small because we're missing Prod Config. I'm also worried that if we added this those few users who really care about low code integration would expect Prod Config to have the same tight integration with VS Code. That is not on our roadmap on the UI development side.
