Is your feature request related to a problem? Please describe.

Currently, the OpenTelemetry Collector does not provide a native exporter for Amazon SNS. This creates friction when trying to integrate telemetry signals into AWS-native eventing and notification workflows. This would open up a number of possibilities without requiring extra glue.

As an example of its use in telemetry pipelines, Vector includes the AWS SNS sink.

An exporter analogous to the existing Vector sink.
